The Norwood Cole Library at the Mount Vernon Campus is an essential part of the educational life of Skagit Valley College students. The library addition, completed in 1994, has been recognized by the Northwest Chapter of the American Institute of Architects for excellence in design and construction.

The library collection of more than 50,000 print and non-print titles and over 450 periodical titles is available through an automated library system. Accessible through both the college network and Internet, this system allows students, faculty, staff, and community members the ability to search the Mount Vernon or Whidbey Campus libraries to determine the location of any title, inquire about items checked out to themselves, and check on the availability of materials.

The library has equipment for viewing and printing periodical articles in microform format, conference rooms for group study, and rooms for viewing video and telecourse tapes, and listening to lecture tapes and compact discs from the music collection.

The Czarna Collins Room, memorializing a long-time teacher of English at the college, contains a collection of magazines including Harper's from 1850, National Geographic from 1909, Scribners from 1888 to 1939 and other titles of historical interest.

The library faculty provides individual reference assistance, bibliographic instruction, and inter-library loan services to students, faculty and staff.

The Whidbey Island Campus Library is located in a beautiful building completed in 1992. Situated just above the main administration building and overlooking the Oak Harbor waterfront, the building houses the Oak Harbor City Library, the Skagit Valley Whidbey Campus Library, a community meeting room, and the Harlow Hayes Instructional Wing, named for long-time Whidbey Campus dean Dr. Harlow Hayes. The building, which represents an innovative partnership between city, state and federal governments, is situated on land deeded to the college by the U.S. Navy.

Libraries at both the Mount Vernon and Whidbey campuses are fully accessible to the disabled, and hours are planned to accommodate both day and evening students as well as provide weekend access. Service to the South Whidbey and San Juan Centers is provided by both libraries.
