The first step in any research strategy is to know what information you are trying to find. Start with a well-stated Research Question or Thesis Statement. For instance, you might ask "How do chemical shark repellents work?"
Look for the key points or concepts in your question, then create a list of key words to use in searching for information. Group keywords that are similar concepts (synonyms) together. Different concepts will be in separate columns.
